Matthew Feehan serves as the Director of Contracts at Information Systems & Networks Corporation (ISN), where he oversees a broad portfolio of federal contracts spanning defense, security, and civilian agencies. With deep expertise in acquisition strategy, FAR/DFARS compliance, and program operations, he plays a critical role in managing ISN’s contractual relationships and supporting high-stakes government initiatives.
An Army National Guard combat veteran who wrapped up his military career as a Captain in the Infantry, Matthew brings more than a decade of combined military, legal, and contracting experience to his role. He earned his commission through ROTC at Boston University and deployed in support of overseas contingency operations, leading soldiers in complex, demanding, and austere environments.
Prior to joining ISN, Matthew served as an Honors Law Clerk with the U.S. Department of Justice in the Executive Office for Immigration Review. He also supported both the legal and operational divisions of the U.S. Army Corps of Engineers (USACE), providing regulatory review, contract support, and mission-critical coordination between engineering and legal teams.
His combined experience across the DOJ and USACE sharpened his capabilities in administrative law, federal procurement, and infrastructure support, all of which inform his work at ISN.
Matthew holds a Juris Doctor (J.D.) from Western New England University School of Law and a B.A. in Communication and Media Studies from Fisher College. As a seasoned contracts professional and decorated veteran, he is passionate about delivering mission-critical support to government partners while advancing ethical, veteran-informed approaches to public service and acquisition.
